EXECUTIVE FORWARD PLAN

 

What is the Executive Forward Plan?

 

The Executive Forward Plan is a list of all non-key and key decisions the Authority intends to take during the next four month period.  The Plan is updated weekly, every Monday and is available to view on-line at www.york.gov.uk

 

What is a non-key decision?

 

For the purposes of the Plan, a non-key decision is defined as a ‘decision of normal importance’ which:

 

·                 the Executive can collectively take as set out in Part 3 of the council’s constitution

 

·                 which any Executive Member can take individually in line with the Council’s Scheme of Delegation

 

What is a key decision?

 

A key decision is defined as a decision which is likely:

 

·                 to result in the Council incurring expenditure, or making savings, which are significant having regard to the Council’s budget for the service or function to which the decision relates i.e.:

 

           make a saving of more than 10% of the budget for a particular area  - or be more than £500,000

           require spending that is more than 10% of the budget for a particular area - or be more than £500,00

 

·                 to be significant in terms of its effects on communities

 

Such ‘key decisions’ can only be taken by the Executive, unless they have been specifically delegated to an Executive Member or Officer, or unless the Leader or Chief Executive is exercising their urgency powers.

 

 

 

What information does the Forward Plan contain?

 

In relation to each issue entered on the Forward Plan, there are details of:

·        the date on which or time period within which the decision will be taken;

·        the wards affected;

·        how to make representations on the issue in hand; and

·        what the consultation will be taking place, where applicable.

• Improve the footway running to north side of Field Lane from its junction with Church Lane to Sussex Road so that it is wide enough for wheelchair and buggy users and for 2 people to pass without having to walk on the grass verge presented by Andrew Mortimer.

• Petition presented by Carole Green, on behalf of residents of Bishopthorpe and along the No 11 bus route requesting permanent funding of this route.

• Cllr Hook on behalf of residents of Skelton calling for the installation of a pedestrian crossing to allow safe crossing to all between Fairfield Croft and Fairfield Drive.

• Cllr Fisher on behalf of residents of Moor Lane and Princess Road in Strensall, seeking to have these roads fully resurfaced.

Purpose of Report: To gain approval for the North Yorkshire Police, Fire and Crime Commissioner to lead on the joint commissioning of the domestic abuse services provided across North Yorkshire and city of York. The existing provision of domestic abuse services is jointly commissioned by the North Yorkshire Police, Fire and Crime Commissioner (NYPFCC), North Yorkshire County Council and City of York Council, with the NYPFCC the lead commissioner.

 

The existing contracts are in place until 31 March 2024 and so this report aims to seek approval for the recommissioning of the domestic abuse services from 1 April 2024.

City of York Local Plan Proposed Modifications and Evidence Base

Description:

 

Purpose of Report: The report sets out the Local Plan proposed modifications and associated evidence base as well as proposing the production of a range of topic specific supplementary planning documents (SPD’s) and a possible Article 4 Direction to support the implementation of the Local Plan.

The Executive will be asked to:
1. Agree to formally consult on the Local Plan proposed modifications and the associated evidence base and agree submission to the Planning Inspectorate following this consultation.
2. Agree the proposed list of SPD’s to be produced to support the implementation of the Plan.

The Local Plan was submitted to the Planning Inspector in 2018 and has been subject to significantly public consultation and 11 weeks of public Inquiry.

The Our Big Conversation attitudinal survey helped us understand what’s important for the people who live, work and study in our city.

Re-Commissioning of Sexual Health Services

Purpose of Report: The local authority has a mandatory duty to provide appropriate access to free sexual health and contraception services and CYC currently fulfil this duty by commissioning an Integrated Sexual Health Services (“ISHS”) contract with York and Scarborough Hospitals NHS Foundation Trust (the “Trust”) and Long Acting Reversible Contraception (LARC) via a contract with NIMBUS Ltd representing GP Practices across York.  The contracts for ISHS and LARC are due to end on 30 June 2024.

The Executive will be asked to approve the decision to recommission sexual health services.

 

Decision due date for Executive changed from 09/02/2023 to 16/03/2023.  Reason: To provide additional time for market engagement with potential providers together with further legal consideration of the options for recommissioning sexual health services.
